Faced with climate change and rising seas, port cities must adapt. This workshop will present strategies and innovative solutions for coastal resilience, from infrastructure redesign to nature-based protection measures.

Maurice GEORGES

Maurice GEORGES, was appointed in 2021 by decree as CEO of Dunkerque-Port (Port of Dunkirk Authority). Since 2022, he has also sèrved as Chairman of the Norlink Port Association. From 1996 to 2021, Maurice GEORGES held various positions within the French Air Navigation Services (DSNA) at the General Directorate of Civil Aviation, and served as CEO of French Air Navigation Services between 2009 and 2021. He also served as Chairman of the European Committee and was a member of the Executive Committee of the Civil Air Navigation Services Organisation (CANSO) from 2012 to 2013. Maurice GEORGES is graduated in mathematics from Ecole Normale Superieure, holds a engineer degree from Ecole Nationale de l’Aviation civile and a MBA from Ecole des Ponts/College des Ingénieurs.

Marjorie ELOY

Marjorie Eloy has served as Deputy Mayor of Dunkirk since 2014, responsible for cultural activities and tourism. She is also a member of the Dunkirk Urban Community, where she oversees water policy. In this capacity, she holds the position of First Vice President of the Dunkirk Water Board, which ensures the supply of drinking water to residents and provides industrial water to businesses located in the port area.

 

In addition, Marjorie Eloy chairs the Tourism and Convention Office as well as the authority managing the city’s marinas. Finally, she represents the Urban Community on the Supervisory Board of the Grand Port Maritime of Dunkirk.

Maor BEZNER

Maor Bezner is an industrial designer with expertise in harmonizing environmental and engineering requirements for coastal resiliency and marine infrastructure. Since joining ECOncrete in 2019, he has led the company’s R&D and Project Assimilation teams, overseeing the design and mass deployment of bio-enhancing concrete technologies and nature-inclusive design solutions across urban waterfronts, port infrastructure, and offshore projects.  

Angela CLAPP

Port Environmental Supervisor

Angela Clapp is an Environmental Supervisor at the Port of Oakland Division of Environmental Programs and Planning, where she leads a dedicated team focused on advancing the Port’s goals to deliver Sustainability, Climate Resiliency, and Zero Emissions initiatives. With fifteen years of experience in Bay Area local government, she specializes in the intersection of built infrastructure and environmental study and project delivery. At the Port, she oversees innovative environmental projects across both the airport and seaport, advancing critical sustainability measures that benefit the community and environment.

Rosemarie FUSCO

PhD, AICP, WEDG Associate
UNIVERSITY OF RHODE ISLAND

Rosemarie Fusco is an urban planner and researcher specializing in coastal resilience, seaport governance, and sustainable waterfront development. She brings expertise in integrating hazard mitigation, land use planning, and stakeholder engagement to advance more resilient and equitable port and harbor systems. Her doctoral research at the University of Rhode Island examined the incentives and institutional dynamics shaping seaport adaptation, with a focus on major U.S. ports. She is interested in the social and economic dynamics that drive port development and design.

In her professional role at GZA GeoEnvironmental, Rosemarie leads planning projects that bridge technical analysis with community priorities, from master planning for ports to municipal climate resilience strategies. She is a WEDG (Waterfront Edge Design Guidelines) Associate and has collaborated with state agencies, municipalities, and grassroots organizations to align infrastructure investment with environmental justice and long-term sustainability.
