Climate resilience in port cities is increasingly a governance challenge as much as a technical one. In Concarneau, Artelia is helping build a shared understanding of coastal flooding risk across a fragmented set of local actors, hybridizing technical analysis with stakeholder knowledge. Bouygues’ “Shape the Future” framework applies a similar logic of collective intelligence across ports, cities, and infrastructure territories worldwide, turning foresight into practical pathways for action. And in Seattle, the AdaptSea partnership has formalized this kind of collaboration into a standing structure, pooling asset data and investment planning across public waterfront stakeholders. This session brings these three approaches together to explore how port cities are moving from siloed risk management toward shared, coordinated resilience planning.
