As ports expand their activities and cities continue to grow in size and population, the surrounding environment and biodiversity are placed under pressure. Various sources of disturbance impact the marine and terrestrial environment surrounding port cities: from oil spills to micro-plastic pollution, from under-water noise to invasive species introduction, to the destruction of habitats and ecosystems.
However, port cities and their stakeholders are taking action in various ways to limit their negative externalities and protect the environment. During this session, various good practices will be explored that aim to decrease these negative impacts on the environment and conserve biodiversity and local ecosystems.

Gilles Lecaillon is a Marine Biologist and an internationally recognized Expert on Marine Ecological Restoration with more than 22 years of experience from the field, pioneering the fish restocking technology in both tropical and temperate marine waters. He is the author and coauthor of reference scientific publications and books, and a frequent speaker and panelist at international conferences on Ecological Restoration. Gilles is also the Founder and President of Ecocean, a leading French Ecological Engineering Company which specializes in developing and implementing radical new technologies for the sustainable use and management of the marine environment.

Paula Cristina Sengo is an Environmental Engineer specialized in Sanitary Engineering and has attended a master’s program in Ecology, Management and Modelling of Marine Resources. She has been working in Port of Lisbon Authority (APL) for more than thirty years dealing with strategic planning, port development, land planning, environmental and sustainability issues, and energy transition. She was National Expert on Professional Training at the European Maritime Safety Agency, where she assisted on the revision of the PRF Directive. Since 2020, she is head of the Studies and Planning team, where she deals with strategy and sustainability issues and works on the development and financing of strategic projects. She is APL’s Energy and Resources Manager and was recently appointed Chair of the Sustainable Development Committee from European Sea Ports Organization (ESPO).

With a strong focus on sustainable development, Cato Johansen is involved in numerous initiatives that balance efficient port operations with urban development of former port areas. The Port of Oslo is meeting high expectations when it comes to marine preservation and rewilding, as they also prepare to accommodate higher activity and considerable development and improvements of existing port facilities. The Port of Oslo aims to mitigate the negative consequences resulting from port development through the allocation of areas for both recreational activities and purposeful rewilding. All while ensuring that the port's requirements to contribute to the city's ambitious climate goals are also met.

Antonio Novellino. PhD Biotechnology and Bioengineering, MSc Biomedical Engineering, Research Manager at ETT (SCAI group).
He has more than 15 years of expertise in R&D projects (National and International) on ICT and Decisional Support Systems. He served the European Commission, JRC – IHCP as a senior researcher (2008-2010).  He served on the Board of Directors of Consortium Si4Life (manager of Polo Si4Life - Life Sciences Liguria Region - www.si4life.com), the board of Consortium Tecnomar (about 100 companies working on maritime and environment technology, www.consorziotecnomar.com); the scientific board of Consortium TRAIN (innovation in energy and transport management, www.consorziotrain.org). He serves on the scientific board of the Ligurian Cluster of Marine Technology DLTM (www.dltm.it) and the board of Consortium TRAIN. He is also member of different marine data harmonization and standardization working groups (EuroGOOS, SOOS DMSC, EMODnet Steering Committee, the EMODnet Technical Working Group and Copernicus Marine Service TWG). He deals with big data management system; innovative services for distributed networks of smart sensors integration and management; augmented reality access to data and metadata; immersive communication and training solutions; ICT and new technologies and services which combine in situ-remote sensing and modeling for observation and monitoring of the environment (marine, inland, energy, and buildings infrastructures).

Zenilda Leila do Amaral Mandinga is the current General Manager of UTGSL (Luanda Sanitation Management Technical Unit) since 2020. She has been working with UTGSL since 2011. She has been active in the Sanitation sector for many years and through various methods. Between 1998 and 2003, she worked on the Urbana 2000 project in the Basic Sanitation Department. In 2004, she participated in drawing up the New Solid Waste Management Model and in 2007, she participated in the preparation of the Sanitation Master Plan (PDS). Between 2009 and 2011, she was the director of Planning an Engineering at ELISAL, whose purpose is the management of the cleaning system in Luanda and treatment of wastewater flows. She has also been a lecturer at the Methodist University of Angola on the topic of Basic Sanitation.

He is currently responsible for the Port Relations and Caruara Reserve areas of the Port of Açu. He holds the position of Director on the Board of Directors of the Brazilian Association of Private Port Terminals (ATP) and is a member of the Economic and the Infrastructure Councils of the Federation of Industries of the State of Rio de Janeiro (FIRJAN).

Sílvia Isabela Jesus Almeida Breu joined the staff of Oeiras Municipal Council in 1998 as a lawyer, and was appointed to a managerial position in 2006. She is currently director of the Environment and Quality of Life Department.

She graduated in Law from Universidade Moderna do Porto in 1995, post-graduated in Municipal Management and Local Development from Universidade Atlântica in 2003 and in Regional and Urban Planning from Instituto Superior de Agronomia da Universidade Técnica de Lisboa in 2011. She attended and completed the Intensive Management Course - Mini MBA at ISCTE in 2008 and the GEPAL - Public Management Course at CEFA in 2010. In 2017 he completed a postgraduate course in Smart Cities at Universidade Nova - IMS.

Sébastien DUPRAY

Sébastien Dupray was educated as a maritime, port and waterways engineer from the french national school of civil works and obtained a Phd on earth sciences and engineering from Imperial College (London). He has been active in the fields of maritime engineering and applied geosciences for nearly 15 years, with an international experience.  After graduating the master on administration of public organisations from Ecole Nationale des Ponts et Chaussées, in 2011, Sébastien Dupray occupied several management positions within the French administration to tackle the challenges of industrial risk management, prevention of natural and coastal disaster, as well as preservation of water resources and climate change adaptation. Sébastien has been actively involved in preparing and editing several state of the art publication or standards in the field of maritime, port and coastal engineering. In 2021, Sébastien Dupray became auditor of the Institute of Advanced Studies in National Defence on maritime and naval affairs. Sébastien is now the managing director of the Centre on risks, waters and maritime at Cerema which is an active member of AIVP.
