In a world reshaped by geopolitics, the energy transition, AI and the blue economy, port cities remain places of movement and transformation. The future is built at the interface between city and port, through shared space, knowledge and responsibility. The time has come to turn convictions into decisions, and decisions into action.

Édouard Philippe, aged 55, is Mayor of Le Havre and President of the Le Havre Seine Métropole urban community.

A graduate of Sciences Po and ENA in 1997, he began his professional career as a member of the French Council of State.

In 2002, Alain Juppé appointed him Director General of Services of the UMP upon the party’s creation. A lawyer at the Paris Bar, he joined the law firm Debevoise & Plimpton LLP in 2005, before becoming Director of Public Affairs at Areva, a position he held from 2007 to 2010.

In 2010, he succeeded Antoine Rufenacht as Mayor of Le Havre. Elected as a Member of Parliament in 2012, he was re-elected Mayor of Le Havre in the first round in 2014.

On 15 May 2017, Emmanuel Macron appointed him Prime Minister, a position he held until 3 July 2020.

In July 2020 and March 2026, Édouard Philippe was elected Mayor of Le Havre and President of the Le Havre Seine Métropole urban community.

Since November 2021, he has served as President of the International Association of Cities and Ports (AIVP).

He is also the founding president of the political party Horizons and a candidate in the presidential election.
